Подготовленным Минтрудом России проектом приказа предполагается, что для работы медсестрой или медбратом (в том числе участковыми, патронажными, приемного отделения, палатными (постовыми), перевязочной, процедурной, стерилизационной) понадобится среднее профессиональное образование – программы подготовки специалистов среднего звена по специальности «Сестринское дело»1. Также для работы в указанной должности потребуется:
дополнительное профессиональное образование – программы профессиональной переподготовки по специальности «Сестринское дело» при наличии среднего профессионального образования по одной из специальностей: «Лечебное дело», «Акушерское дело»; дополнительное профессиональное образование – программы повышения квалификации не реже одного раза в пять лет в процессе профессиональной деятельности; сертификат специалиста или свидетельства об аккредитации специалиста по специальности «Сестринское дело»; прохождение обязательных предварительных и периодических медосмотров (обследований), а также внеочередных медосмотров; отсутствие ограничений на занятие профессиональной деятельностью, установленных действующим законодательством; соблюдение врачебной тайны (в том числе при работе с персональными данными пациентов), принципов врачебной этики и деонтологии в работе пациентами; соблюдение морально-этических норм и правил в рамках профессиональной деятельности; cоблюдение законодательства в сфере охраны здоровья, НПА и других документов, регулирующих деятельность медицинских организаций и медицинских работников.

Требований к опыту практической работы документом не предусмотрено. Обобщенная трудовая функция медсестры определена как оказание доврачебной медицинской помощи и осуществление сестринского ухода за пациентами.
Согласно другому проекту приказа министерства2, работать фельдшерами смогут лица, получившие cреднее профессиональное образование по специальности «Лечебное дело» и повышающие квалификацию не реже одного раза в пять лет в течение всей трудовой деятельности. Помимо этого, ожидается, что для них станет обязательным наличие сертификата специалиста по специальности «Лечебное дело» и (или) свидетельства об аккредитации специалиста по ней. Кроме того, к фельдшерам планируется применять такие же требования по прохождению медосмотров, отсутствию ограничений на занятие профессиональной деятельностью, cоблюдению морально-этических норм и законодательства в сфере охраны здоровья, как и к медсестрам. Опыт практической работы для работы в указанной должности также не понадобится, предполагаемая обобщенная трудовая функция – оказание первичной доврачебной медико-санитарной помощи населению.
