Президент РФ подписал указ, устанавливающий новые меры поддержки семей с детьми (указ Президента РФ от 20 марта 2020 г № 199, далее – Указ). Согласно ему, с 1 января 2020 года будет предоставляться ежемесячная выплата на ребенка в возрасте от трех до семи лет. Одним из ключевых условий ее предоставления – низкий доход семьи. Так, документом указывается, что для начисления выплаты среднедушевой доход семьи не должен превышать величину прожиточного минимума на душу населения, которая установлена в субъекте РФ. Для расчета берется доход за второй квартал года, предшествующего году обращения за назначением ежемесячной выплаты.
Размер выплачиваемого пособия будет отличаться в зависимости от региона, ведь он составляет 50% величины прожиточного минимума для детей, установленной в том или ином субъекте РФ. В расчет опять же берется показатель за второй квартал года, предшествующего году обращения за назначением ежемесячной выплаты.
Основные требования к порядку и условиям предоставления такой выплаты, а также примерный перечень документов (сведений), необходимых для ее назначения, в том числе и типовую форму заявления о назначении ежемесячной выплаты, будут утверждены Правительством РФ до 1 апреля 2020 года. При этом, как поясняется в Указе, должна быть предусмотрена возможность для граждан выбрать способ обращения за назначением выплаты, в том числе через МФЦ или портал госуслуг.
Кроме того, до конца осени будет поведена оценка уровня доходов семей, которым осуществляется ежемесячная выплата, по итогам которой должны быть приняты меры по увеличению с 2021 года размера такой выплаты.
Такая выплата не должна учитываться в составе доходов семьи, а также повлиять на выплату установленных законодательством субъектов РФ иных пособий, выплат и мер соцподдержки, назначенных в связи с рождением и воспитанием детей.
