Постановлением Правительства РФ от 31 декабря 2020 г. № 2441 внесены изменения в приложение 1 к ПДД. Речь идет о расширении перечня информационных знаков – тех дорожных знаков, которые информируют о расположении населенных пунктов и других объектов, а также об установленных или о рекомендуемых режимах движения.
Учитывая конструктивные и технические особенности комплексов фотовидеофиксации, способных одновременно фиксировать несколько административных правонарушений в области дорожного движения, решено взамен знака дополнительной информации (таблички) 8.23 «Фотовидеофиксация», используемой для уточнения действия знака, с которым он применяется, ввести новый информационный знак 6.22 «Фотовидеофиксация» для обозначения мест возможного применения работающих в автоматическом режиме стационарных или передвижных специальных технических средств, имеющих функции фото- и киносъемки, а также видеозаписи для фиксации нарушений ПДД.
Отметим, сейчас табличка 8.23 «Фотовидеофиксация» применяется на железнодорожных переездах, перекрестках со светофорами, в жилых зонах, на участках, где запрещены повороты, развороты, обгон и остановка, где ограничена скорость движения и т. п., дополняя соответствующие дорожные знаки. В свою очередь, новый дорожный знак 6.22 будет устанавливаться вне населенного пункта на расстоянии 150-300 м до зоны контроля автоматических технических средств, а в населенном пункте – вместе со знаками начала населенного пункта. При необходимости его можно будет дополнять табличками 8.1.1, 8.1.3 и 8.1.4, обозначающими расстояние до объекта, в частности, расстояние от знака до начала опасного участка, места введения соответствующего ограничения, а также расстояние до объекта, находящегося в стороне от дороги.
Таким образом, знак фотовидеофиксации в отличие от таблички будет устанавливаться самостоятельно, а не в дополнение к другим знакам, заранее предупреждая водителей о возможном применении камер на дороге. При этом перечень мест его установки существенно сократится – преимущественно он будет размещаться на трассах вне населенных пунктов и на въезде в населенные пункты, предполагая возможное применение автоматических средств для фиксации нарушений ПДД на территории всего населенного пункта. Но узнать о конкретных местах размещения комплексов фотовидеофиксации на территории страны по-прежнему можно будет в специальном информационном ресурсе на официальном сайте Госавтоинспекции.
По замыслу разработчика инициативы – МВД России, поправки позволят обеспечить информирование водителей о местах, на которых используются комплексы фотовидеофиксации и сократить необходимость избыточного применения запрещающих и других дорожных знаков. В целом это должно положительно отразиться на повышении безопасности дорожного движения, считает законодатель.
Отметим, ранее против ликвидации в городах табличек, предупреждающих водителей о камере наблюдения, выступил Общероссийский народный фронт. Информация об этом была размещена на официальном сайте ОНФ в апреле прошлого года. «Водитель не будет знать, где расположены камеры и где их зона контроля, в итоге это приведет к тому, что опасные участки некоторые участники движения будут проезжать с нарушением. Конечно, постфактум они получат штраф, но нарушение уже совершено, следовательно, угроза безопасности создана. То есть профилактический эффект отсутствует полностью», – отмечал руководитель рабочей группы ОНФ Петр Шкуматов.
Постановление вступило в силу со дня его официального опубликования – 6 января. Однако новый дорожный знак 6.22 «Фотовидеофиксация» появится только с 1 марта 2021 года. А с 1 сентября из ПДД будет исключено упоминание об информационной табличке «Фотовидеофиксация».
