Соответствующим приказом Минтруда России определены трудовые функции таких работников, а также требования к их образованию и опыту работы1. Так, управление обслуживанием пассажиров воздушного судна, их багажа и ручной клади будут осуществлять, в частности: руководители или начальники служб пассажирских перевозок, старшие диспетчеры по организации авиаперевозок или по организации пассажирских, почтово-грузовых, международных авиационных перевозок. Указанные специалисты должны будут иметь высшее образование (бакалавриат) или среднее профессиональное образование – программы подготовки специалистов среднего звена. Также понадобится не менее трех лет опыта работы в области организации обслуживания пассажиров, их багажа и ручной клади при среднем профессиональном образовании. При этом особых условия допуска для этих специалистов не установлено.
Согласно документу обслуживанием пассажиров воздушного судна, их багажа и ручной клади будут заниматься агенты по:
организации обслуживания пассажирских авиаперевозок; контролю посадки; обслуживанию пассажиров в бизнес-зале, маломобильных пассажиров (инвалидов), а также специальных групп пассажиров, включая официальных лиц; организации дополнительного обслуживания.

Также эти трудовые функции будут выполнять старшие агенты по организации обслуживания пассажирских авиаперевозок, а также дополнительного обслуживания, агенты группы сопровождения (сопровождение пассажиров специальных категорий), диспетчеры по контролю высадки пассажиров. Для работы в указанных должностях будет достаточно среднего общего образования и краткосрочного обучения или инструктажа без обязательного наличия опыта работы.
А обслуживание багажа и ручной клади пассажиров будут осуществлять диспетчеры розыска, выдачи и хранения багажа, а также агенты по розыску багажа, претензионной работе и сортировке. Требования по опыту работы и образованию будут для них такими же, как и для специалистов, обслуживающих пассажиров воздушного судна, их багажа и ручной клади.
Документ вступит в силу 13 октября.
