Законопроект № 905546-7 «О внесении изменений в статью 155 Жилищного кодекса Российской Федерации и отдельные законодательные акты Российской Федерации», направленный на введение запрета на взимание комиссии при внесении физлицами платы за жилое помещение и коммунальные услуги, подготовлен группой депутатов во главе со спикером Госдумы Вячеславом Володиным. Напомним, в конце января на рассмотрение нижней палаты парламента депутатами Юрием Афониным и Владимиром Блоцким был внесен законопроект № 891841-7, которым также планируется внести изменения в Жилищный кодекс и другие законы, запрещающие кредитным организациям, операторам национальной платежной системы и платежным агентам взимать комиссионный сбор при оплате гражданами ЖКУ.
Новый законопроект1, концептуально повторяя цель по снижению финансовой нагрузки россиян, предлагает распространить запрет взимания комиссии при оплате ЖКУ, в том числе при перечислении пеней, неустоек, штрафов за неполное или несвоевременное внесение платы за жилое помещение и коммунальные услуги не только на банки и иные кредитные организации, но и на отделения «Почты России», которыми часто пользуются люди в сельской местности для оплаты коммунальных платежей. В этой связи соответствующие дополнения предусмотрены также и в Федеральный закон от 17 июля 1999 года № 176-ФЗ «О почтовой связи».
Комментируя внесение проекта закона в Госдуму, один из его разработчиков депутат Сергей Неверов сказал, что вопрос о несправедливости взимания комиссии при осуществлении платежей ЖКУ постоянно звучит от россиян, и для пенсионеров это ощутимые средства. Парламентарий призвал банковское сообщество обсудить данный вопрос и отнестись к нему с пониманием.
