На официальном сайте Минтруда России размещена информация о планах по реализации уже в этом году нового пилотного проекта по переводу родового сертификата в электронную форму. По словам главы Минтруда России Антона Котякова, эксперимент будет проведен сначала в Астраханской, Белгородской, Калининградской, Липецкой, Тамбовской, Ульяновской областях, а также в Республике Башкортостан и Ямало-Ненецком автономном округе. В будущем действие проекта будет распространено на территории всех субъектов страны.
Напомним, родовый сертификат является формой обеспечения женщин в период беременности, родов и послеродовый период, в период наблюдения новорожденного в первый год жизни медицинскими услугами, предоставляемыми женскими консультациями, родильными домами и детскими поликлиниками, за счет средств ФСС России. Согласно приказу Минздравсоцразвития от 28 ноября 2005 г. № 701 сегодня родовый сертификат выпускается на бумажном носителе и представляет собой три талона на оплату медицинских услуг, оказываемых в период беременности, родов и диспансерного наблюдения за ребенком в первый год жизни. При этом женщина должна самостоятельно предъявлять талоны в соответствующие медучреждения.
Перевод родовых сертификатов в электронную форму позволит полностью исключить участие женщины из этого процесса и ей не нужно будет заботиться о соблюдении формальностей. Обменом необходимых сведений займутся соответствующие медорганизации и ФСС России в Единой информационной системе ФСС России. Министр здравоохранения Михаил Мурашко отметил, что электронные родовые сертификаты – очередной шаг к тому, чтобы цифровые технологии облегчили жизнь простого человека.
Ответственными по разработке и внедрению пилотного проекта являются Минздрав России, Минтруд России и ФСС России.
