Речь идет о единых платежных документах (в т. ч. в электронной форме), в которых будут отражаться все или некоторые виды коммунальных услуг, и (или) услуги, работы по управлению многоквартирным домом, содержанию и текущему ремонту общего имущества в нем, потребляемые при использовании и содержании общего имущества коммунальные ресурсы, и (или) взнос на капремонт, информация о размере платы за эти услуги и (или) работы, платы за наем жилого помещения, задолженности по ее внесению и начисленных пеней за ненадлежащее исполнение обязанностей по внесению такой платы.
Предполагается, что указанные платежки будут представляться не позднее первого числа месяца, следующего за истекшим месяцем, если иной срок не установят в договоре управления многоквартирным домом или решении общего собрания членов товарищества собственников жилья, жилищного или иного специализированного потребительского кооператива.

Авторы инициативы уверены, что применение единого платежного документа позволит повысить собираемость платежей за ЖКУ, использовать для начислений за ЖКУ достоверные данные о собственности и проживающих без риска их потери при смене управляющей или ресурсоснабжающей организации. Кроме того, это будет способствовать снижению рисков злоупотреблений и хищений средств за счет повышения прозрачности расчетов и применения только соответствующих законодательству алгоритмов расчета, а также уменьшению нагрузки на тарифы.
Кроме того, планируется разрешить наймодателям жилого помещения, управляющим организациям и иным юрлицам и ИП, которым вносится плата за жилое помещение и коммунальные услуги, привлекать на основании договора расчетный центр, который займется деятельностью по обеспечению расчета платы за жилое помещение и коммунальные услуги, предоставлению платежных документов, единых платежных документов или информации о размере платы, задолженности по оплате и пеней. В случае одобрения законопроекта оплачивать услуги таких центров им придется за счет своих средств.
