С такой инициативой1 выступил депутат Госдумы Сергей Миронов. Инициатор законопроекта предлагает предоставить детям войны – гражданам, которым на момент окончания Великой Отечественной войны не исполнилось 18 лет, право на бесплатную юридическую помощь по вопросам возмещения вреда, причиненного вследствие военных преступлений, совершенных нацистской Германией в период ВОВ. Для этого предполагается внести изменения и дополнения в ст. 15 и ст. 20 Федерального закона от 21 ноября 2011 г. № 324-ФЗ «О бесплатной юридической помощи в Российской Федерации». Такая бесплатная юридическая помощь будет включать в себя как подготовку необходимых документов, так и представительство интересов указанной категории граждан по данным вопросам государственными юридическими бюро и адвокатами, являющимися участниками государственной системы бесплатной юридической помощи.
Необходимость предлагаемых изменений разработчик документа объясняет тем, что указанная категория граждан подверглась серьезным лишениям и должна обладать возможностью получить в полной мере компенсацию за утраченное детство.
По мнению автора инициативы, принятие законопроекта позволит восстановить историческую справедливость по отношению к гражданам, чье детство пришлось на годы ВОВ.
