Напомним, межведомственная рабочая группа осуществляет свою деятельность по поручению Президента РФ с конца мая 2018 года.
Участники группы отмечают, что в настоящее время высокая налоговая нагрузка препятствует развитию конкурентоспособной экономики. «В России невыгодно производить: общие издержки компаний растут – рентабельность падает. В результате высокой фискальной и административной нагрузки растет теневая экономика и офшорный сектор», – подчеркивают эксперты.
В связи с этим предлагается реализовать в России двухэтапную альтернативную налоговую политику. Первый этап (2019-2020 гг.) предполагает переход налоговой политики от краткосрочных фискальных целей к целям стимулирования стабильного экономического роста. Второй этап (2021-2024 гг.) связан с тонкой настройкой налоговой системы, направленной на устранение диспропорций и эффективное перераспределение ресурсов с целью обеспечения устойчивого роста экономики.

В качестве ключевых мер рассматриваются обеспечение стабильности и предсказуемости налоговой системы и проработка концепции налоговой политики, направленной на стимулирование экономического роста. При этом выделено несколько приоритетных секторов экономики:
«Экономика простых вещей» (потребительские товары, легкая промышленность, мебельная промышленность и т. д.); Индустрия гостеприимства (предприятия туристической отрасли, рестораны и др.); Жилищное строительство, ЖКХ и развитие инфраструктуры; АПК, зеленые биотехнологии, сельхозмашиностроение; Компании из сектора цифровой экономики; Предприятия и проекты по углублению переработки природных ресурсов; Производство медоборудования, фармацевтика, белые биотехнологии, медучреждения; Транспортное и автомобилестроение, логистические и транспортные компании; Станко- и приборостроение, энергетическое машиностроение.
По оценкам экспертов, совокупный вклад по всем источникам роста может дать дополнительный прирост ВВП 5% в год (из расчета: 1% экономического роста – 300 млрд руб. доходов бюджета).
Еще одной темой для дискуссии в рамках заседания стал вопрос налоговой политики в нефтяном секторе. Отмечалось, что после балансировки системы налоговым маневром реальная цена на моторное топливо на внутреннем рынке не будет повышаться (номинальный рост цен будет соответствовать параметрам инфляции). Однако, с другой стороны, ограничение внутренних цен будет сопровождаться издержками, связанными с ущемлением рыночных механизмов балансировки спроса и предложения. То есть налоговый маневр может привести к формированию разноуровневой ценовой динамики и искажению структуры затрат по всей экономике.
Проект «дорожной карты», включающей в том числе и меры по указанным вопросам, планируется внести в кабмин в феврале 2019 года.
