Для обеспечения занятости жителей столицы, достигших возраста 50 лет, Правительство Москвы создаст специальный центр переподготовки и трудоустройства. Для них будет организовано обучение по программам профессионального обучения, повышения квалификации и профессиональной подготовки. Кроме того, при попадании в трудную жизненную ситуацию указанные граждане получат право на адресную социальную помощь.
Напомним, что такая помощь может быть материальной, продовольственной и вещевой (абз. 2 разд.1 Положения о порядке оказания адресной социальной помощи гражданам, находящимся в трудной жизненной ситуации, далее – Положение). А ее получателями в настоящий момент могут быть, в частности, граждане пожилого возраста, инвалиды и семьи с детьми, имеющие место жительства в городе Москве, оказавшиеся в трудной жизненной ситуации и остро нуждающиеся в социальной поддержке (разд. 2 Положения). Также со следующего года жители Москвы старше 50 лет смогут бесплатно проходить диспансеризацию до достижения ими пенсионного возраста. Оказание этих и других мер социальной поддержки гражданам предпенсионного возраста и старше 50 лет предполагается Законом г. Москвы от 26 сентября 2018 г. № 19 «О дополнительных мерах поддержки жителей города Москвы в связи с изменениями федерального законодательства в области пенсионного обеспечения».
А для женщин от 55 лет и мужчин от 60 лет, проживающих в Москве и имеющих страховой стаж для назначения страховой пенсии по старости, документом с 1 января 2019 года предусмотрен отдельный перечень льгот. Часть их будет представлена в виде бесплатного проезда на городском транспорте общего пользования, включая метро и МЦК, а также на пригородных электричках за ее пределами. Другая часть – в форме бесплатного изготовления и ремонта зубных протезов (за исключением стоимости драгоценных металлов и металлокерамики) и бесплатных санаторно-курортных путевок для неработающих граждан при наличии медицинских показаний с возмещением расходов на проезд железнодорожным транспортом к месту лечения по ним и обратно.
И наконец, специальные меры поддержки для лиц предпенсионного возраста столицы помимо перечисленных со следующего года будут оказываться ветеранам труда и ветеранам военной службы. Речь идет о:
возможности оплачивать услуги ЖКХ в размере 50%;ежемесячная денежная компенсация на оплату услуг местной телефонной связи, предоставляемых на территории города Москвы;ежемесячная городская денежная выплата, размер которой установит Правительство Москвы, при условии, что денежный доход указанного лица не будет превышать 1,8 млн руб. в год.
Отметим, что 27 сентября Госдума приняла в третьем чтении закон о постепенном повышении пенсионного возраста.
