Парламентарии считают, что поправки, которые предложил внести в законопроект о пенсионной реформе Президент РФ Владимир Путин, справедливы для граждан. Так, Председатель Госдумы Вячеслав Володин указал, что особое значение имеет инициатива снизить возраст выхода на пенсию для женщин с 8 до 5 лет – то есть они смогут выходить на пенсию в 60 лет. А также он считает справедливым введение права на досрочный выход на пенсию для многодетных матерей. Другие представители Госдумы отметили, в частности, что президент выразил позицию большинства граждан и посчитали правильным идею смягчить пенсионную реформу. Отношение противников законопроекта к планируемым нововведениям не изменилось. Позиции депутатов опубликованы на официальном сайте Госдумы.
Реализация инициатив президента предполагает, что планируемые изменения пенсионной системы будут существенно доработаны. В частности, как отметил Вячеслав Володин, 31 августа должно пройти заседание рабочей группы, которая была создана по итогам парламентско-общественных слушаний. В нее в числе прочих войдут представители Правительства РФ, Совета Федерации, Счетной палаты, профсоюзов, делового и научного сообществ. Экспертам предстоит разработать поправки в Трудовой кодекс, КоАП и Уголовный кодекс, поскольку президент поставил задачу принять законопроект, защищающий права работников предпенсионного возраста, одновременно с проектом о пенсионной реформе. В целом для этого, как отметил Председатель Госдумы, потребуется активная работа профильных комитетов.
Руководитель указанной рабочей группы, Заместитель Председателя Госдумы Ольга Тимофеева добавила к этому, что на обсуждение поступило огромное количество предложений по доработке правительственного законопроекта, который приняли в первом чтении в июле. В частности, предлагается сохранить социальные льготы с привязкой к возрасту, обеспечить гарантии трудоустройства и работы для людей предпенсионного возраста (об этих аспектах, напомним, говорил и президент), а также эксперты считают необходимым изменить размер пособий по безработице.
