Уполномоченный при Президенте РФ по защите прав предпринимателей Борис Титов обратился к Председателю Правительства РФ Михаилу Мишустину с инициативой по реализации экстренных мер, направленных на поддержку малого и среднего бизнеса в период кризиса на мировом рынке из-за обострения ситуации с распространением коронавирусной инфекции. В частности, бизнес-омбудсмен предлагает1 Правительству РФ:
освободить от налогов предприятия МСП, применяющие специальный режим налогообложения;предприятия, применяющие общую систему налогообложения, с численностью сотрудников до 500 чел. (кроме отдельных видов деятельности) освободить на 50% от уплаты всех видов федеральных налогов;предоставить отсрочку по выплатам в соцфонды в размере 50% от страховых платежей при условии сохранения численности рабочих мест в организации;объявить «мораторий» на контрольно-надзорную деятельность, временно отменить плановые и внеплановые проверки, согласуемые с органами прокуратуры, а также специальные проверки, кроме случаев прямой угрозы жизни и здоровью граждан;отложить введение принятых законов и подзаконных актов, но не введенных в действие до 1 апреля 2020 года;автоматически продлить срок действия всех текущих правоустанавливающих документов, разрешений и лицензий до конца 2020 года;проиндексировать цены по государственным и муниципальным контрактам, связанным с поставками импортных товаров, в размере процента снижения стоимости национальной валюты;оплату больничных листов в связи с заболеванием коронавирусом, карантином или необходимостью ухода за коронавирусными больными проводить за счет специального фонда, созданного для целей борьбы с последствиями пандемии;рекомендовать Банку России не повышать ключевую ставку на период пандемии и высокой волатильности на мировых финансовых рынках.
По словам Бориса Титова, несмотря на планируемое Правительством РФ и Банком России принятие комплексных мер поддержки бизнеса, противостоять последствиям пандемии возможно только радикально изменив политику сбора налогов, проведения проверок, выдачи различных государственных разрешений. «На текущий момент кризис особенно остро отразился на таких отраслях, как транспорт, туризм, организация мероприятий, общественное питание, образование. Однако велики риски и для широкого круга производственных и торговых предприятий. Кроме того, падение курса рубля в ближайшее время затронет все отрасли реального сектора экономики, ориентированные на внутренний спрос», – отметил бизнес-омбудсмен. По его мнению, социальные последствия от кризиса можно свести к минимуму, если действовать на опережение.
Напомним, сегодня Правительство РФ совместно с Банком России анонсировало принятие мер, направленных на обеспечение финансовой стабильности и устойчивости отраслей экономики, поддержку населения и региональных бюджетов.
