Минэкономразвития России утвердило порядок выдачи выписки из реестра лицензий на бумажном носителе (приказ Минэкономразвития России от 6 ноября 2020 г. № 742). Установлена плата за указанную выписку в размере 3 тыс. руб. Такой размер платы подлежит взиманию с 1 января 2021 года. Кроме того, определены основания возврата указанной платы, поступившей в лицензирующий орган (в его территориальный орган):
в полном размере – если не представлено заявление о предоставлении сведений о конкретной лицензии в виде выписки из реестра лицензий на бумажном носителе; в размере, превышающем размер установленной платы; в размере внесенной платы, если плата внесена не в полном размере.
Порядок устанавливает, что информация о размере платы, банковских реквизитах для перечисления платы за выписку подлежит размещению на интернет-сайте уполномоченного лицензирующего органа. Плата вносится заявителем через банк или иную кредитную организацию.

Лицензирующий орган не вправе требовать от заявителя подтверждающие документы о внесении соответствующей платы. Указанную информацию лицензирующий орган получает из государственной информационной системы о государственных и муниципальных платежах в рамках межведомственного взаимодействия. При этом предполагается представление подтверждающего документа заявителем с его согласия.
Возврат платы будет осуществлен на основании заявления заявителя, в котором подлежат указанию банковские реквизиты, куда следует возвратить плату, или на основании решения суда. Такое заявление может быть подано в течение трех лет со дня ее внесения. Возврат платы осуществляется в течение одного месяца со дня подачи заявления. Если заявитель отказался от получения выписки, плата за ее изготовление не возвращается.
