Перечень поручений утвержден заместителем Председателя Правительства РФ Виталием Мутко по итогам рабочего совещания, посвященного вопросам готовности к переходу на банковское проектное финансирование жилищного строительства с использованием счетов эскроу и обеспечения выполнения установленных показателей по вводу жилья в регионах. Об этом сообщается на официальном сайте кабинета министров.
Напомним, новые правила строительства жилья с привлечением средств граждан вступили в силу с 1 июля текущего года. Соответствующие поправки были утверждены Федеральным законом от 27 июня 2019 г. № 151-ФЗ. Им, в частности, предусмотрено строительство проектов жилищного строительства за счет банковских кредитов – проектного сопровождения, при котором средства дольщиков будут храниться на счетах эскроу вплоть до момента ввода объекта в эксплуатацию. Для тех застройщиков, которые получат заключение о соответствии установленным Правительством РФ критериям, сохранится возможность привлечения средств граждан на строительство без счетов эскроу.

Так, в целях реализации указанных норм Минстрою и Минфину России при участии Банка России, АО «ДОМ.РФ» и органов исполнительной власти субъектов РФ поручено обеспечить мониторинг ситуации по переходу на новое проектное финансирование жилищного строительства в субъектах РФ. Если по итогам такого мониторинга возникнут вопросы, требующие вмешательства со стороны Правительства РФ, то согласованные предложения по ним должны быть внесены до 15 сентября.
При этом высшим должностным лицам субъектов РФ рекомендовано принять исчерпывающие меры по обеспечению выполнения показателей федерального проекта «Жилье» по вводу жилья в регионах. О результатах этой работы региональным властям следует доложить в Правительство РФ до 1 августа. До этого же срока Минстрою России и Фонду защиты прав граждан – участников долевого строительства совместно с региональными органами исполнительной власти необходимо актуализировать планы-графики, касающиеся осуществления мер по решению проблем граждан, включенных в реестр граждан, чьи денежные средства привлечены на строительство многоквартирных домов и чьи права нарушены. В частности, должен быть сформирован полный перечень проблемных домов, а также определены механизмы, объемы и источники финансирования, сроки завершения строительства.
В свою очередь, Минстрой России поручил регионам активизировать работу по публикации данных в Единой информационной системе жилищного строительства. Об этом сообщается на официальном сайте ведомства. «В рамках измененного законодательства принципиально иной статус приобретает Единая информационная система жилищного строительства. Наблюдается положительная динамика пополнения системы, но у ряда субъектов Российской Федерации мы не видим введенных данных», – подчеркнул глава Минстроя Россия Владимир Якушев.
В числе регионов, обеспечивших перевод портфеля строящегося жилья на новое регулирование, уже значатся Москва, Кировская и Ивановская области, республики Бурятия и Адыгея. «Работа по контролю за реализацией на местах новелл закона нами будет вестись на постоянной основе», – резюмировал министр.
