С такой инициативой1 выступил Государственный Совет-Хасэ Республики Адыгея. Если предложенный проект успешно пройдет все стадии законотворчества, новая выплата будет предоставлена родителям, опекунам либо попечителям, которые ухаживают за ребенком-инвалидом в возрасте до 18 лет, инвалидом с детства I группы или инвалидом I группы. Финансовая поддержка будет оказана только тем родителям, которые не работают.
Планируемый размер нового пособия — 13 тыс. руб. в месяц. Предусмотрено, что раз в год эта сумма будет индексироваться с учетом роста стоимости «потребительской корзины». А если семья проживает в районах Крайнего Севера или приравненных к ним, то размер выплаты проиндексируют на районный коэффициент.
Согласно законопроекту финансирование затрат на такие выплаты будет обеспечено напрямую за счет федерального бюджета.
В настоящее время неработающие родители, которые ухаживают за ребенком-инвалидом в возрасте до 18 лет или инвалидом с детства I группы, получают 10 тыс. руб. в месяц (Указ Президента РФ от 26 февраля 2013 г. № 175). А если речь об уходе за за инвалидом I группы — за исключением инвалидов с детства — размер ежемесячного пособия составляет 1200 руб. (Указ Президента РФ от 26 декабря 2006 г. № 1455).
Добавим, что одновременно Госдуме было предложено рассмотреть еще один вопрос в сфере социальной защиты инвалидов. Группа депутатов обращает внимание, что нередко бесплатные места для инвалидов на платных парковках бывают заняты.
В этом случае, полагают инициаторы соответствующих поправок2, инвалиды должны получить право бесплатно оставить машину на любом свободном месте такой парковки.
