ФНС России продолжает подготовку к проведению эксперимента по маркировке идентификационными знаками и мониторингу за оборотом отдельных видов лекарств для медицинского применения. В ближайшее время ведомство откроет доступ на тестовый стенд информационного ресурса маркировки для начала тестирования. Об этом сообщается на официальном сайте налоговой службы.
Напомним, проведение эксперимента по маркировке и мониторингу за оборотом лекарств регламентируется постановлением Правительства РФ от 24 января 2017 г. № 62. Эксперимент проводится в рамках проекта по внедрению автоматизированной системы мониторинга движения лекарств от производителя до потребителя для защиты населения от фальсифицированных лекарств.
Согласно постановлению, введение маркировки нацелено на противодействие:
незаконному производству лекарств на территории России; незаконному ввозу лекарств в нашу страну; незаконному обороту лекарственных препаратов на территории РФ.
Кроме того, маркировка будет способствовать противодействию недобросовестной конкуренции в сфере оборота лекарств, а также стандартизации и унификации процедур учета поставок и распределения лекарственных препаратов, в том числе закупаемых для госнужд.

Эксперимент будет проходить на добровольной основе на основании заявок субъектов обращения лекарственных средств до конца 2017 года. Подготовка к его проведению началась с 1 февраля текущего года.
Участниками эксперимента являются уполномоченные министерства и ведомства (Минздрав, Минпромторг, Минфин России, ФНС, ФТС России, Росздравнадзор и т.д.), а также субъекты обращения лекарственных средств (производители, организации оптовой и розничной торговли, иностранные изготовители, медорганизации). Налоговая служба выступит оператором создаваемой системы по мониторингу за оборотом лекарственных препаратов.
Итоги проведения эксперимента будут оценены уполномоченными ведомствами. Соответствующий доклад о его результатах до 1 февраля 2018 года поступит в кабмин.
