Президент РФ Владимир Путин подписал закон, призванный усовершенствовать военную подготовку граждан (Федеральный закон от 3 апреля 2017 г. № 61-ФЗ, далее – закон). Документом устанавливается, что студенты–очники государственных высших учебных заведений смогут пройти обучение в военных вузах по программам военной подготовки сержантов, старшин запаса, солдат, матросов запаса, в случае, если в родном вузе отсутствует военная кафедра. Для этого гражданин должен соответствовать следующим обязательным критериям:
возраст до 30 лет; обучение по очной форме в государственном вузе; годность к военной службе или годность с незначительными ограничениями; соответствие профессионально-психологическим требованиям, предъявляемым к конкретным военно-учетным специальностям; успешное прохождение конкурсного отбора Минобороны России; заключение договора с Минобороны России об обучении в военном вузе; отсутствие неснятой или непогашенной судимости, а также уголовного преследования.
Уточняется, что по программам военного образования, возможно, смогут обучаться и женщины, если в программах будет предусмотрена такая возможность.

В рамках освоения программы военной подготовки обучающиеся будут участвовать в учебных сборах в вузах или учебных воинских частях, которые приравниваются к военным сборам. По прибытии к первому месту проведения таких сборов студенты будут приносить воинскую присягу.
После успешного окончания обучения по военной программе студенты будут зачисляться в запас. Выпускники военных курсов призываться на военную службу не будут.
Добавим, что перед обучением в военном вузе студенты будут проходить медицинское освидетельствование и осмотр, аналогично проводимым при поступления на срочную службу через военные комиссариаты.
Документ вступит в силу 15 апреля.
