Министр экономического развития РФ Максим Решетников заметил1, что ситуация с COVID-19 от региона к региону неоднородна. Поэтому на отдельных территориях власти могут вводить жесткие ограничения, вплоть до локдауна.
«Поэтому предлагаем для таких случаев предусмотреть предоставление краткосрочных безвозмездных грантов субъектам малого и среднего бизнеса, деятельность которых будет приостановлена из-за временных региональных ограничений. В зависимости от ситуации на местах это могут быть предприятия из индустрии культуры и отдыха, общепита, торговли, гостиничного бизнеса, иногда бывают транспортные ограничения и бытовые услуги», – рассказал Максим Решетников.

Он добавил, что, по оценкам экспертов, двух недель ограничений, как правило, достаточно, чтобы стабилизировать санитарно-эпидемиологическую ситуацию. Поэтому планируется рассчитывать размер гранта как половину МРОТ на каждого сотрудника за две недели ограничений. В случае продления ограничений сумма поддержки будет пропорционально пересчитана.
На практике этот механизм будет выглядеть так. На первом этапе главный санитарный врач выносит предписание, а власти региона вводят ограничения в конкретном муниципалитете или нескольких муниципалитетах. Это решение фиксируется в оперативном штабе по предупреждению распространения новой коронавирусной инфекции, который действует на федеральном уровне.
Затем предприниматели смогут обратиться в налоговую инспекцию за получением гранта. Заявление можно будет отправить через личный кабинет налогоплательщика, оператора электронного документооборота или просто по почте.
Налоговики проверят соответствие предпринимателей требованиям, которые установлены в законодательстве, сформируют реестр для перечисления средств и передадут его в Казначейство для выплаты. Предполагается, что грант будет зачисляться на счет предпринимателя не позднее семи рабочих дней с момента подачи заявления.
Президент РФ Владимир Путин инициативу поддержал, но заметил, что действия федеральных и региональных властей должны быть согласованы. «Тесная координация должна быть налажена между Правительством и регионами, с тем чтобы регионы не так, как захочется, вводили эти ограничения, а со смыслом, информируя своевременно об этом Правительство, не ожидая, что Правительство щедрой рукой сеятеля будет раздавать направо и налево меры поддержки. Конечно, нужно это делать, надо поддерживать, безусловно, они востребованы и нужны сейчас. Но координация с регионами должна быть налажена», – прокомментировал он.
Добавим, что в первую волну пандемии бизнесу был предоставлен ряд мер поддержки, включая и прямую финансовую помощь:
безвозмездная помощь государства на выплату зарплат (постановление Правительства РФ от 24 апреля 2020 г. № 576); беспроцентные кредиты на выплату зарплат (постановление Правительства РФ от 2 апреля 2020 г. № 422); субсидии работодателям, трудоустраивающим безработных (постановление Правительства РФ от 13 марта 2021 г. № 362) и т. д.
