Группа депутатов Госдумы совместно с сенатором РФ Сергеем Леоновым внесли в парламент законопроект о социальной поддержке так называемых «детей войны» – то есть людей, родившихся в период с 22 июня 1928 года по 9 мая 1945 года и постоянно проживавших на территории СССР в период Великой Отечественной войны. Конкретный порядок отнесения граждан к категории «детей войны» должно будет определить правительство.
Если новый закон примут, такие граждане ежемесячно будут получать выплату в размере не менее 30% от федерального прожиточного минимума на душу населения. В настоящее время он равен 11 653 руб. (постановление Правительства РФ от 31 декабря 2020 г. № 2406). Таким образом, минимальный размер пособия «детям войны» на сегодняшний день составил бы 3 495,9 руб.

В законопроекте отдельно подчеркивается, что новое пособие индексируется и выплачивается независимо от остальных форм социальной поддержки. Если инициатива будет поддержана, закон вступит в силу с 1 января 2022 года.
Авторы поправок отмечают, что «дети войны» достигли пенсионного возраста, и многие из них находятся в достаточно сложном материальном положении. Данная категория граждан нуждается в особом внимании государства, отмечают парламентарии – пережив вместе со взрослыми тяготы и лишения военного времени, они до настоящего времени не имеют официального признания на государственном уровне.
Добавим, что в некоторых регионах уже действуют меры поддержки «детей войны» – например, в Москве (постановление Правительства Москвы от 8 февраля 2005 г. № 74-ПП), Чувашская Республика (Закон Чувашской Республики от 16 апреля 2020 г. № 23 «О детях войны»), Республика Башкортостан (Закон Республики Башкортостан от 29 марта 2021 г. № 389-з «О детях войны в Республике Башкортостан») и т. д.
