Минцифры России запустило1 новый механизм поддержки малого и среднего бизнеса – предприниматели смогут покупать российское программное обеспечение (далее – ПО) вдвое дешевле. Производители ПО получат компенсацию в размере оставшихся 50% стоимости лицензии.
Компенсации выделяются Российским фондом развития информационных технологий (далее – Фонд). Субсидии на эти цели Фонд будет получать из бюджета, определены также требования к разработчикам ПО и покупателям (постановление Правительства РФ от 28 июня 2021 г. № 1031).
Претендовать на покупку ПО по льготной цене смогут субъекты МСП с численностью работников не более 250 человек и предельным значением годового дохода не более 2 млрд руб.

К самому ПО тоже предъявляются определенные требования. Оно должно быть включено в единый реестр российских программ для ЭВМ и баз данных, а его использование должно осуществляться посредством облачной инфраструктуры. Кроме того, ПО должно быть направлено на достижение одной или нескольких следующих целей использования:
повышение производительности, точности или иных существенных характеристик технологического процесса и (или) бизнес-процесса; повышение качественных или иных существенных характеристик производимых (поставляемых) товаров, оказываемых услуг и выполняемых работ; повышение производительности труда; снижение издержек (в том числе за счет сокращения брака) при производстве (поставке) товаров, оказании услуг и выполнении работ.
Отбор российских правообладателей и разработчиков облачного программного обеспечения уже стартовал.
Генеральный директор Фонда Александр Павлов отметил, что новая мера поддержки позволит тысячам субъектов МСП легально использовать качественное российское программное обеспечение. «Всего мы сможем предложить компаниям более 400 тыс. лицензий на облачное ПО по сниженной стоимости. Это не только стимулирует компании к переходу на отечественные ИТ-продукты, но и благодаря цифровой трансформации расширит и масштабирует их бизнес», – добавил он.
Заместитель Министра цифрового развития, связи и массовых коммуникаций РФ Максим Паршин рассказал, что на реализацию этой меры поддержки до конца 2024 года выделено 7 млрд руб. По его словам, от самого предпринимателя ничего дополнительно не требуется (не нужно заполнять какие-либо формы или представлять отчетность). Единственное условие – находиться в реестре МСП, который ведет ФНС России.
