Россияне смогут обращаться в центры занятости посредством подачи электронных заявлений. Подписанное Председателем Правительства РФ Михаилом Мишустиным Постановление от 2 ноября 2021 г. № 1909 устанавливает правила регистрации граждан в целях поиска подходящей работы, правила регистрации безработных граждан, а также требования к подбору подходящей работы.
Документом предусматривается направление заявления о предоставлении государственной услуги по содействию в поиске подходящей работы тремя новыми способами, а именно – с использованием:
единой цифровой платформы в сфере занятости и трудовых отношений «Работа в России»;единого портала госуслуг;регионального портала госуслуг.
Вместе с заявлением гражданином подается резюме с информацией о себе, об уровне своей квалификации и о стаже работы. Направляемые электронные документы могут быть подписаны простой электронной подписью, усиленной квалифицированной электронной подписью или усиленной неквалифицированной подписью. Уведомление о принятии заявления будет направляться обратившемуся в центр занятости населения гражданину в день его принятия. После этого, не позднее следующего рабочего дня со дня постановки гражданина на регистрационный учет, центр занятости запросит для проверки указанные в резюме сведения, находящиеся в распоряжении у органов, предоставляющих государственные и муниципальные услуги, государственных внебюджетных фондов, иных государственных органов, органов местного самоуправления либо подведомственных им организаций. Согласно утвержденному постановлению подбор подходящей гражданину работы осуществляется с учетом профессии (специальности), должности, вида деятельности, уровня образования и квалификации, опыта и навыков работы, среднего заработка, заключения о рекомендуемом характере и об условиях труда, транспортной доступности рабочего места, а также требований работодателя к кандидатуре работника, содержащихся в сведениях о свободных рабочих местах и вакантных должностях.При регистрации гражданина в качестве безработного предусматривается следующий порядок действий. Соответствующее электронное заявление может быть подано лицом с помощью трех указанных способов, после чего зарегистрированному гражданину центр занятости будет направлять уведомления о ходе постановки его на регистрационный учет и иные предусмотренные принятым документом уведомления. Затем не позднее 11-го дня со дня подачи заявления гражданину будет установлена дата явки для решения вопроса о признании его в качестве безработного.
Первые 19 регионов начнут работать в новом формате уже в ноябре текущего года, еще более 60 регионов перейдут на него с 1 января 2022 года, а Москва – с 1 января 2023 года.
Напомним, на сегодняшний день в соответствии с Постановлением Правительства РФ от 8 апреля 2020 г. № 460 гражданам для признания их безработными либо оказания им содействия в поиске подходящей работы необходимо обращаться в центры занятости лично.
