«Зонтичный» механизм даст возможность получить заемные средства целому сегменту предпринимателей, которым ранее кредиты для бизнеса были недоступны, а также позволит снизить конечные процентные ставки по привлеченному финансированию. При этом поручительство будет обеспечивать до 50% от суммы кредита, а предприниматель сможет получить его мгновенно в «одном окне» банка без обращения в Корпорацию МСП, так как весь документооборот между участниками цифровизирован.

Комиссию за поручительство будет платить банк, а не предприниматель. Так, заемщики со средним риском смогут увеличить объем привлеченных средств за счет поручительств и высвободить залоги, с низким риском – получить кредитные средства под более низкий процент (в среднем ниже на 1-2% годовых). По итогам отбора банков, проходившего с 31 августа по 6 сентября, участниками пилота стали банк «Открытие», ПСБ, РНКБ Банк (ПАО), СберБанк, Банк ВТБ и МСП Банк.
Благодаря «зонтичному» механизму не менее 35 тыс. субъектов МСП смогут получить поддержку и привлечь свыше 600 млрд руб. к 2024 году.
О необходимости разработки такого механизма говорил председатель государственной корпорации развития «ВЭБ.РФ» Игорь Шувалов на совещании о мерах по повышению инвестиционной активности, которое состоялось 11 марта2. «Предприниматели уже сегодня и завтра не могут инвестировать в тех условиях, которые были еще вчера. Об этом говорят выдающиеся экономисты, заметные экономисты, что вообще правительства должны отнестись к распределению рисков в нынешних условиях совершенно по-другому. По сути, эту роль должны выполнять банки развития и другие организации развития, в этом смысле помогая коммерческим банкам запустить новые инвестиционные проекты, но при этом понимая, что инвесторы в нынешних условиях не могут на себя брать тот же самый риск и тот же самый объем инвестирования, как это было вчера», – аргументировал Игорь Шувалов.
