Аналогичные по содержанию документы внесли в Госдуму группа депутатов, а также Алтайское краевое Законодательное Собрание1. Инициаторы предлагают вернуть индексацию пенсий работающим пенсионерам. Напомним, они утратили право на индексацию с 1 января 2016 года.
Региональное заксобрание подчеркивает, что в результате отмены индексации пенсий большая часть работающих пенсионеров перешла в сферу теневой занятости. Это привело к потерям бюджета в виде неуплаченного НДФЛ в размере около 300 млрд руб. в год, а также к снижению поступлений во внебюджетные фонды, включая ПФР, в объеме свыше 500 млрд руб.
Депутаты Госдумы в пояснительной записке к своему законопроекту также отмечают, что бюджет ПФР значительно пострадал от такого решения. Кроме того, добавляют они, отказ от индексации привел к сокращению числа работающих пенсионеров на треть за 2016 год: с 15 млн 259 тыс. человек до 9 млн 883 тыс. человек. На 1 января 2021 года, по данным авторов, число работающих пенсионеров составило 8 млн 891 тыс. человек, то есть сократилось практически еще на один миллион.

Если поправки будут одобрены, ст. 26.1 Федерального закона от 28 декабря 2013 г. № 400-ФЗ «О страховых пенсиях» утратит силу. Именно она отменила индексацию пенсий для трудящихся пенсионеров более пяти лет назад (Федеральный закон от 29 декабря 2015 г. № 385-ФЗ).
