Система быстрых платежей – это сервис Банка России, который позволяет оплачивать товары и услуги с помощью мобильных приложений банков-участников. Комиссия для продавцов при этом ниже, чем средняя – не более 0,7% от стоимости товара (в 2-2,5 раза ниже, чем у других платежных операторов).
Согласно новому распоряжению (распоряжение Правительства РФ от 9 июля 2021 г. № 1867-р1) малым и средним предприятиям компенсируют банковские комиссии за пользование системой быстрых платежей, уплаченные с 1 июля по 31 декабря 2021 года. Из бюджета на эти цели выделено 500 млн руб.
Утверждены также правила предоставления таких субсидий (постановление Правительства России от 30 июня 2021 г. № 1103 «Об утверждении Правил предоставления субсидий из федерального бюджета российским кредитным организациям на возмещение затрат субъектам малого и среднего предпринимательства на оплату банковских комиссий при осуществлении перевода денежных средств физическими лицами в пользу субъектов малого и среднего предпринимательства в оплату товаров (работ, услуг) в сервисе быстрых платежей платежной системы Банка России»). Правительство поясняет, что в первую неделю каждого нового месяца банк, подключенный к системе, будет передавать Минэкономразвития России данные о количестве операций МСП и уплаченной комиссии. Далее в течение 20 рабочих дней деньги на компенсации поступят в банк. После этого в течение пяти дней он должен перечислить их предпринимателям.

Напомним, пункт о такой компенсации был в Перечне поручений по итогам Петербургского международного экономического форума, который утвердил Президент РФ Владимир Путин 26 июня 2021 года.
Принятое решение позволит бизнесу сэкономить на платежах за обслуживание безналичных расчетов и дополнительно простимулирует малые и средние предприятия подключаться к системе быстрых платежей.
