Правительство РФ приняло решение расширить перечень крупнейших заказчиков, определенных в п. 2 постановления Правительства РФ от 11 декабря 2014 г. № 1352 «Об особенностях участия субъектов малого и среднего предпринимательства в закупках товаров, работ, услуг отдельными видами юридических лиц»1 (далее – постановление № 1352). Это позволит увеличить объем закупок отдельными видами юрлиц у субъектов малого и среднего предпринимательства (постановление Правительства РФ 20 мая 2017 года № 608). Напомним, что к последним относятся в том числе госкомпании, субъекты естественных монополий, госкорпорации, организации электро-, газо-, тепло-, водоснабжения, водоотведения, утилизации (захоронения) твердых бытовых отходов.

В частности, меняются критерии отнесения организаций к конкретным заказчикам регионального уровня: минимальный годовой объем выручки (величины активов) для таких заказчиков уменьшается с 2 млрд до 500 млн руб. Напомним, для конкретных заказчиков, перечисленных в постановлении № 1352, установлены в том числе объемы закупок, которые они должны осуществить у субъектов малого и среднего предпринимательства.
Кроме того, изменены критерии отнесения организаций к отдельным заказчикам, в отношении которых АО «Корпорация «МСП» и органы исполнительной власти субъектов федерации проводят мониторинг соответствия закупочной деятельности требованиям законодательства об участии субъектов малого и среднего предпринимательства в закупках: годовой объем выручки (величины активов) для них уменьшен с 50 млрд до 40 млрд руб. (для заказчиков федерального уровня) и до 10 млрд руб. (для заказчиков регионального уровня).
Документ вступит в силу по истечении 7 дней с даты официального опубликования.
