Правительство РФ сообщило, что у регионов появится больше стимулов для создания и развития особых экономических зон (ОЭЗ). Теперь за счет федеральной поддержки они смогут возмещать затраты на проведение капитального ремонта объектов инфраструктуры, расположенных на таких территориях. Соответствующее постановление подписал Председатель Правительства РФ Михаил Мишустин (постановление Правительства РФ от 30 августа 2021 г. №14461).
Также увеличен с 5 до 15 лет предельный срок, в течение которого регионы могут получать компенсацию расходов на создание, модернизацию и реконструкцию объектов инфраструктуры технопарков, индустриальных парков и особых экономических зон. Ранее с просьбой о таких поправках в Правительство РФ обратились восемь регионов – республики Татарстан и Коми, Воронежская, Свердловская, Омская, Ивановская, Пензенская и Ульяновская области.
В кабмине надеются, что новые меры помогут снизить финансовую нагрузку на региональные бюджеты и будут способствовать развитию территорий.

ОЭЗ создаются для развития обрабатывающей промышленности, высокотехнологичных отраслей экономики, туризма и портовой инфраструктуры. Размещение в ОЭЗ дает бизнесу ряд преимуществ. В первую очередь – налаженную инфраструктуру и коммуникации. Кроме того, в ОЭЗ минимизированы административные барьеры, а их резидентам предоставляются налоговые льготы и таможенные преференции. Предприниматели также могут арендовать или выкупить землю по сниженной цене и и воспользоваться помощью в реализации инвестиционных проектов (Федеральный закон от 22 июля 2005 г. № 116-ФЗ «Об особых экономических зонах в Российской Федерации»).
Индустриальные парки и технопарки представляют собой подготовленные объекты инфраструктуры для размещения промышленного производства. Сейчас в России уже действуют 245 таких территорий и еще 122 – находятся на этапе создания.
По данным Минэкономразвития России, в стране функционируют 39 ОЭЗ (20 промышленно-производственных, 7 технико-внедренческих, 10 туристско-рекреационных и 2 портовые). За 15 лет работы в ОЭЗ зарегистрировались более 900 резидентов, из которых более 140 компаний с участием иностранного капитала из 42 стран. За эти годы общий объем заявленных инвестиций составил более 1,17 трлн руб., вложенных инвестиций – более 560 млрд руб. Было создано более 44,6 тыс. рабочих мест, уплачено порядка 194 млрд руб. налоговых платежей, таможенных отчислений и страховых взносов.
