Минфин России разработал законопроект, предусматривающий увеличение срока проведения добровольного эксперимента по прослеживаемости товаров, выпущенных на территории Российской Федерации в соответствии с таможенной процедурой выпуска для внутреннего потребления1.
В настоящее время законодательством установлено, что эксперимент действует на территории России в период с 1 июля по 31 декабря 2019 г. (постановление Правительства РФ от 25 июня 2019 г. № 807). Законопроектом же предлагается увеличить срок проведения эксперимента еще на полгода до 30 июня 2020 года включительно.
Необходимость увеличения срока обусловлена внесением соответствующих изменений в налоговое законодательство. Так, в настоящее время готовится законопроект о создании национальной системы прослеживаемости товаров, предусматривающий формирование законодательной основы функционирования национальной системы прослеживаемости товаров. Для того, чтобы обеспечить предпринимательское сообщество и уполномоченных федеральных органов исполнительной власти достаточного времени для подготовки к участию в работе национальной системы прослеживаемости товаров срок вступления в силу поправок был продлен на полгода.
В связи с этим возникла необходимость продлить срок и проведения эксперимента. Поэтому законодатель в целях обеспечения состыковки сроков его прекращения с намеченной датой вступления в силу вышеупомянутых законодательных норм и предложил перенести сроки окончания эксперимента до 30 июня 2020 года.
Напомним, что в эксперимент проводится в отношении следующих товаров: холодильники, стиральные машинки, мониторы и проекторы, электронные схемы, детские коляски и детские автокресла, автопогрузчики, бульдозеры, грейдеры и экскаваторы.
