Подписано соответствующее распоряжение Правительства РФ от 3 июня 2019 г. № 1189-р. Документом определены цели, задачи и принципы создания и функционирования национальной системы управления данными (НСУД), ее структура, а также общая оценка ожидаемого социально-экономического эффекта.
Так, в качестве ключевой цели создания и обеспечения функционирования НСУД заявлено повышение эффективности создания, сбора и использования государственных данных – причем не только для предоставления государственных и муниципальных услуг (осуществления государственных и муниципальных функций), но и для обеспечения потребности граждан и организаций в доступе к информации. Достижение этой цели планируется осуществлять за счет нормативных правовых, методологических, информационно-технологических, организационных и кадровых механизмов.
Концепция1 включает несколько разделов:
«Общие положения»; «Цели и задачи создания и обеспечения функционирования системы»; «Основные принципы создания и обеспечения функционирования системы»; «Основные требования к единой информационной платформе»; «Обеспечение информационной безопасности единой информационной платформы»; «Цифровая аналитическая платформа предоставления статистических данных»; «Участники системы»; «Порядок создания системы»; «Механизмы и источники финансирования»; «Ожидаемый социально-экономический эффект».
Кроме того, выделено три взаимосвязанных элемента НСУД. Первый – совокупность нормативных правовых, организационных, методологических правил и процедур, регулирующих отношения органов и организаций госсектора, юридических и физических лиц в сфере управления госданными, а также обеспечивающих деятельность участников системы. Второй – федеральная государственная информационная система «Единая информационная платформа национальной системы управления данными» и иные информационно-технологические элементы. Третий – цифровая аналитическая платформа предоставления статистических данных.
Также сформирован план мероприятий («дорожная карта») создания НСУД на 2019-2021 годы, предусматривающий, в частности, разработку нормативной правовой базы и отработку механизмов повышения качества управления госданными.
Ожидается, что создание и функционирование НСУД позволит повысить эффективность принятия управленческих решений на основе использования госинформресурсов в целях улучшения качества и доступности для граждан государственных, муниципальных и коммерческих услуг.
Апробировать основные подходы к созданию НСУД Правительство РФ намерено на данных, предоставляемых органами госвласти (постановление Правительства РФ от 3 июня 2019 г. № 712). Для этого с 1 июля 2019 года по 31 марта 2020 года будет проводиться эксперимент, в котором примут участие Минкомсвязь, Минэкономразвития, Минфин, МВД России, Росреестр, Федеральное казначейство, ФНС России, ПФР, Банк России, высшие исполнительные органы регионов и т. д.
