Депутат Госдумы Антон Горелкин выступил с инициативой сохранить возможность размещения рекламы пива и напитков, изготавливаемых на его основе, в телепрограммах во время трансляций, в том числе прямых, спортивных соревнований и на специализированных телеканалах и после указанной даты. Это же правило планируется применять и при размещении рекламы пива и напитков, изготавливаемых на основе пива, в периодических печатных изданиях1. Депутат отметил, что согласно данным исследований реклама не влияет на рост объема потребления алкоголя, а действует лишь на распределение предпочтений потребителей между торговыми марками. Напомним, что в настоящий момент (с 22 июля 2014 года) такая реклама разрешена в связи с проведением в нашей стране чемпионата мира по футболу, однако с 1 января 2019 года ее снова запретят.
Кроме того, законопроектом планируется разрешить распространение рекламы пива и напитков, изготавливаемых на его основе, на телевидении и радио в ночное время с 23 до 7 часов по местному времени. Им предполагается сделать допустимым использование в рекламе алкогольной продукции образов людей и животных, за исключением случаев использования образов несовершеннолетних. Как поясняется, снятие этого запрета необходимо в силу того, что его существование ограничивает использование в рекламе средств индивидуализации товаров и их изготовителей. В случае принятия закон вступит в силу со дня его официального опубликования.
Напомним, что с 11 ноября запретили рекламу услуг по написанию дипломов и диссертаций, также на рассмотрении в Госдуме находится законопроект о запрете на рекламу инструкций по искажению данных счетчиков коммунальных ресурсов.
