Росстат объявил1, что Всероссийская перепись населения пройдет с 15 октября по 14 ноября 2021 года, на труднодоступных территориях страны – до 20 декабря. Соответствующее постановление подписал Председатель Правительства Российской Федерации Михаил Мишустин (постановление Правительства РФ от 16 августа 2021 г. № 13472).

Перепись впервые пройдет в цифровом формате. Главным нововведением станет возможность самостоятельно заполнить электронный переписной лист на Едином портале госуслуг. При обходе жилых помещений переписчики будут использовать планшеты со специальным программным обеспечением. Также пройти перепись можно будет на переписных участках, в том числе в МФЦ.
Перепись должна была состояться в 2020 году, но из-за пандемии COVID-19 ее перенесли на следующий год (постановление Правительства РФ от 27 июня 2020 г. № 943).
Как отмечает заместитель руководителя Росстата Павел Смелов, к настоящему времени уже выполнен основной комплекс подготовительных работ – утверждены формы переписных листов, изготовлены и переданы в регионы электронные планшеты для переписчиков, организована работа переписных комиссий на всех уровнях, сформирован список людей, желающих работать переписчиками, создана цифровая картоснова переписи. Началась перепись в труднодоступных районах.
Ведомство объяснило, почему для переписи был выбран именно октябрь. Во-первых, будет обеспечена периодичность переписей и сопоставимость их результатов (предыдущие Всероссийские переписи населения 2002 и 2010 годов также проходили в октябре). Во-вторых, ранее Росстат отмечал, что в октябре россияне уже вернулись из отпусков, и большая часть граждан находится по месту жительства. Кроме того, на переписях традиционно работает много переписчиков-студентов. Осенняя перепись позволит им не отрываться от учебы. Кстати, студентам работа на переписи традиционно зачитывается как практика (вознаграждения за работу это не отменяет).
Предварительные итоги Всероссийской переписи населения будут подведены в апреле 2022 года, окончательные – в IV квартале 2022 года.
