Это уже четвертое снижение размера ключевой ставки с лета текущего года. Так, если до 16 июня 2019 года ключевая ставка была равна 7,75% годовых, то начиная с 17 июня она постепенно снижалась (каждый раз – на 25 базисных пунктов) и к 9 сентября достигла значения 7%. Теперь же решено в очередной раз снизить размер ключевой ставки (но уже на 50 базисных пунктов), установив ее на уровне 6,5%.
Решение об уменьшении размера ключевой ставки принято с учетом фактической и ожидаемой динамики инфляции, развития экономики на прогнозном горизонте, а также оценки рисков со стороны внутренних и внешних условий и реакции на них финансовых рынков. «Замедление инфляции происходит быстрее, чем прогнозировалось. Инфляционные ожидания продолжают снижаться. Темпы роста российской экономики по-прежнему остаются сдержанными», – отмечается в сообщении. В таких условиях Банк России снизил прогноз годовой инфляции по итогам 2019 года с 4-4,5 до 3,2-3,7%. Что касается годовой инфляции по итогам 2020 года, то она ожидается на уровне 3,5-4%, а в дальнейшем – вблизи 4%.
Напомним, размер ключевой ставки учитывается, в частности, при расчете процентов за пользование чужими денежными средствами, компенсации за задержку зарплаты, оплаты отпуска, выплат при увольнении и иных выплат работнику, пени по налогам, сборам, взносам и т. д.
Новый размер ставки будет применяться с 28 октября. Следующее заседание, посвященное вопросу об уровне ключевой ставки, состоится 13 декабря.
