Минэкономразвития России предлагает отражать сведения о государственной поддержке малого и среднего предпринимательства в едином сводном реестре. В то время как в настоящий момент свои реестры субъектов МСП – получателей господдержки ведут федеральные и региональные органы исполнительной власти, органы местного самоуправления, оказывающие такую поддержку, корпорация развития МСП, ее дочерние общества, а также организации, образующие инфраструктуру поддержки малого и среднего предпринимательства (ч. 1 ст. 8 Федерального закона от 24 июля 2007 г. № 209-ФЗ «О развитии малого и среднего предпринимательства в Российской Федерации», далее – закон о развитии МСП). При этом состав сведений в едином специальном реестре будет таким же, как и во всех существующих реестрах, установленный ч. 2 ст. 8 закона о развитии МСП. В частности, там будут указываться: наименование предоставившего поддержку органа или организации; наименование юрлица или Ф. И. О. ИП; вид, форма и размер предоставленной поддержки, а также ее срок. Однако могут появиться и новые – иные сведения, включение которых в единый реестр субъектов МСП предусмотрено НПА Правительства РФ.

В случае принятия закон вступит в силу с 1 января 2020 года1. Первое размещение сведений в сводном реестре субъектов МСП – получателей поддержки ожидается 20 декабря 2020 года. Предполагается, что это будут данные о поддержке, оказанной предпринимателям в период с 1 января 2019 года по 1 декабря 2020 года. В дальнейшем соответствующая информация будет вноситься в указанный реестр ежеквартально, начиная с 20 апреля 2021 года.
Как отмечается в пояснительной записке к документу, реестр будет размещаться на официальном сайте ФНС России. Независимая антикоррупционная экспертиза законопроекта завершится завтра, 14 февраля.
