Минздрав России утвердил правила обязательных предварительных и периодических медосмотров работников, предусмотренных ст. 213 Трудового кодекса, которые будут действовать с 1 апреля 2021 года до 1 апреля 2027 года (приказ Минздрава России от 28 января 2021 г. № 29н). Такие медосмотры предусматриваются на работах, связанных с движением транспорта, для работников организаций пищевой промышленности, общественного питания, торговли, водопроводных сооружений, медорганизаций и детских учреждений, а также иных организаций в целях предупреждения возникновения и распространения заболеваний.
Определены основания проведения обязательных предварительных и периодических медосмотров:
предварительные проводятся при поступлении на работу с целью определения соответствия состояния здоровья поступающего на работу гражданина поручаемой ему работе; периодические проводятся в целях динамического наблюдения за состоянием здоровья работников для своевременного выявления начальных форм профессиональных заболеваний, ранних признаков воздействий вредных факторов рабочей среды и выявления медицинских противопоказаний.
Проводить такие осмотры могут медицинские организации любой организационно-правовой формы, имеющие право на проведение таких осмотров. Обязанности по организации медосмотров возлагаются на работодателей.
Отдельно прописан порядок проведения предварительного медосмотра, а именно, что должно быть указано в направлении (в том числе в электронном виде) на такой осмотр, какие документы должны быть представлены на медосмотр лицом, поступающим на работу. Например, может быть представлена выписка из медкарты с результатами диспансеризации (при наличии). Также порядок содержит список исследований, которые предстоит пройти поступающему на работу в рамках предварительного медосмотра.

Для проведения периодического медосмотра также предусмотрен отдельный порядок. Указывается, что работники в возрасте до 21 года, занятые на вредных производствах, должны проходить периодические осмотры ежегодно. Внеочередные медосмотры работники проходят при наличии медицинских рекомендаций или после нетрудоспособности работника.
Также к порядку прилагается таблица по заполнению данных о периодичности и объеме обязательных и периодических медосмотров. Кроме того, утвержден перечень медицинских противопоказаний к работам с вредными или опасными производственными факторами, а также работам, при выполнении которых проводятся обязательные предварительные и периодические медицинские осмотры.
