Минфин России разработал проект постановления Правительства РФ, которым предлагается установить особенности исполнения в 2021 году госконтрактов, предметом которых является поставка товаров (выполнение работ, оказание услуг). Согласно документу1 получатели бюджетных средств при заключении ими госконтрактов о поставке товаров, выполнении работ, оказании услуг, которые подлежат оплате (частично или полностью) в текущем финансовом году, должны предусмотреть условия:
о приемке товара, работы, услуги, а также отдельных этапов исполнения госконтракта не позднее 15 декабря текущего финансового года; об оплате денежных обязательств при исполнении государственных контрактов не позднее, чем за пять рабочих дней до окончания текущего финансового года.
Указанные требования о сроках планируется не распространять на госконтракты, подлежащие заключению при соблюдении требований, установленных п. 14 Положения о мерах по обеспечению исполнения федерального бюджета, утв. постановлением Правительства РФ от 9 декабря 2017 г. № 1496 «О мерах по обеспечению исполнения федерального бюджета», а также на платежные и иные документы, необходимые для подтверждения принятых денежных обязательств, по которым представляются в Казначейство России не позднее, чем за один рабочий день до окончания текущего финансового года.

В пояснительной записке к проекту постановления отмечается, что документ разработан в целях оптимизации остатков средств федерального бюджета и обязывает получателей средств федерального бюджета предусматривать в заключаемых ими госконтрактах предельные сроки приемки товаров, работ, услуг и оплаты денежных обязательств, возникающих при исполнении таких контрактов.
Антикоррупционная экспертиза проекта постановления Правительства РФ завершится 13 декабря, а общественное обсуждение – 21 декабря.
