Столичные власти объявили о приеме документов с 1 февраля по 1 мая для признания субъектов МСП социальными предприятиями и формирования их перечня, по результатам которого будут разработаны меры государственной поддержки таких организаций. Как сообщается1 на официальном сайте Мэра г. Москвы, Департаментом предпринимательства и инновационного развития разработаны критерии, одному из которых должны отвечать субъекты малого и среднего бизнеса, претендующие на получение статуса социального предприятия:
к первой категории могут быть отнесены предприятия, трудоустроившие социально уязвимые категории населения (не менее 50% сотрудников), установленные в п. 1 ч. 1 ст. 24.1 Федерального закона от 24 июля 2007 года № 209-ФЗ «О развитии малого и среднего предпринимательства в Российской Федерации» (далее – Закон № 209-ФЗ);ко второй категории – организации, реализующие продукты и услуги социально уязвимых категорий населения;к третьей категории подлежат включению предприятия, осуществляющие производство товаров (предоставление работ, услуг) для социально уязвимых категорий населения, в соответствии с определенными направлениями деятельности согласно п. 3 ч. 1 ст. 24.1 Закона № 209-ФЗ;четвертая категория субъектов МСП будет состоять из осуществляющих деятельность, направленной на достижение общественно полезных целей и способствование решению социальных проблем общества из числа определенных видов деятельности (п. 4 ч. 1 ст. 24.1 Закона № 209-ФЗ). При этом к предприятиям второй-четвертой категорий предъявляются требования о доле доходов от социальной деятельности по итогам предыдущего года, составляющей не менее 50%.
С 1 февраля по 1 марта принимать заявления от субъектов МСП будут в центрах услуг для бизнеса ГБУ «Малый бизнес Москвы» (за исключением ЦУБ МИФНС № 46) по упрощенной форме (не потребуется предоставлять копии документов, подтверждающих отнесение работников МСП к социально уязвимым категориям населения). А с 1 марта по 1 мая будет действовать стандартная процедура подачи документов (представить необходимые сведения возможно и в электронной форме). Для каждой категории предусмотрен конкретный список предоставляемых документов в зависимости от условия (условий), установленного (-ых) ст. 24.1 Закона № 209-ФЗ.
Прием указанных заявлений (документов) планируется осуществлять ежегодно.
