Минтруд России разработал проект приказа, в соответствии с которым предлагается1 установить величину прожиточного минимума за IV квартал 2019 года:

в целом по стране на душу населения – 10 609 руб. (в III квартале 2019 г. прожиточный минимум составил – 11 012 руб.);для трудоспособного населения – 11 510 руб. (в III квартале 2019 г. – 11 942 руб.);для пенсионеров – 8 788 руб. (в III квартале 2019 г. – 9 090 руб.);детей – 10 383 руб. (в III квартале 2019 г. – 10 838 руб.).

C предложением о снижении показателя прожиточного минимума согласились немногие. Так, член Совета Федерации, сенатор от ЛДПР Елена Афанасьева считает, что снижение уровня прожиточного минимума приведет к еще большему ухудшению жизни в России, с чем соглашаться нельзя. По словам сенатора, сумма, на которую можно прожить, должна быть в два раза больше.

Вместе с тем, согласно разъяснениям Министра труда и социальной защиты РФ Антона Котякова, размещенным на сайте министерства, снижение величины прожиточного минимума по сравнению с предыдущим кварталом прошлого года соответствует фактическому изменению цен на продукты питания, входящих в состав потребительской корзины, и обусловлено сезонным фактором, что является традиционной практикой за последние годы, когда в силу изменения стоимости сезонных продуктов меняется и показатель прожиточного минимума. Глава Минтруда России также отметил, что несмотря на фактическое снижение прожиточного минимума в IV квартале 2019 года он превышает аналогичный показатель за период 2018 года на 3,9% и уровень инфляции. 

Также сообщается, что в связи со снижением величины прожиточного минимума социальные выплаты в сторону уменьшения не пересчитываются. Как пояснил министр, в целях обоснования размера социальных выплат используется среднегодовое значение прожиточного минимума: например, при определении МРОТ традиционно используется размер прожиточного минимума трудоспособного населения в целом по РФ за второй квартал предыдущего года (так, МРОТ на 2020 год соответствует размеру прожиточного минимума трудоспособного населения за второй квартал 2019 года – 12 130 руб.).

Кроме того, Антон Котяков сообщил о необходимости совершенствования методологии определения потребительской корзины и прожиточного минимума. Им обозначен срок – 1 января 2021 года, к которому должна завершиться работа по формированию новой структуры потребительской корзины, приближенной к рациональным нормам более здорового питания.

Общественное обсуждение проекта приказа Минтруда России продлится до 11 февраля.
