Включить сведения о лекарственных препаратах в единый каталог товаров, работ, услуг для обеспечения государственных и муниципальных нужд до 1 июня поручил правительству Президент РФ Владимир Путин. Кабмину для этого необходимо будет перенести в каталог информацию из единого структурированного справочника-классификатора лекарственных препаратов для медицинского применения. Кроме того, президент указал на необходимость завершения работы по созданию и введению в эксплуатацию каталога госзакупок к декабрю текущего года. Отметим, что с 18 февраля этого года вступило в силу постановление Правительства РФ от 8 февраля 2017 года № 145, которым определен порядок ведения каталога, а также срок его формирования – до 1 октября текущего года.
Также Владимир Путин поручил кабмину внести поправки в законопроект о регламентации проведения процедур определения поставщиков в электронной форме1, предусмотрев в нем положения, согласно которым с 1 июля 2018 года определение поставщиков в электронной форме станет правом государственных заказчиков, а с 1 января 2019 все закупки будут переведены в электронную форму.
Помимо этого, правительство должно обеспечить разработку законопроекта, согласно которому госкомпании будут проводить отбор поставщиков из числа субъектов малого и среднего предпринимательства на электронных площадках, функционирующих в соответствии с законодательством о контрактной системе.

И, наконец, глава государства поручил правительству представить ему предложения относительно возможности распространения принципа сопоставимости цен лекарственных препаратов, закупаемых для обеспечения госнужд на иные группы товаров, работ и услуг. При этом Правительству РФ, совместно со Счетной палатой РФ, нужно будет рассмотреть вопрос о целесообразности установления единого срока вступления в силу федеральных законов, которыми вносятся изменения в законодательство, регламентирующее осуществление госзакупок.
Указанные поручения правительству необходимо выполнить до 1 июля этого года.
