Госдума засекретит иностранных инвесторов в Крыму

Министр экономического развития Крыма Андрей Мельников поддержал предложения депутатов Госдумы обеспечить анонимность работающих в Крыму иностранных инвесторов.
Госдума рассмотрит законопроект, который позволит ввести условия офшора в рамках Свободной экономической зоны (СЭЗ) Крыма и Севастополя.
В частности, поправки к закону о СЭЗ предполагают возможность создания трастов в Крыму, что позволит обеспечить анонимность приходящих в Крым инвесторов, сообщает ТАСС. Траст — это соглашение о доверительном управлении имуществом, при котором права на актив переходят от собственника к доверенному лицу, а право на получение выгоды сохраняется за собственником.
«Наиболее рациональная составляющая из тех предложений (в законопроекте — прим. ред.), которые я увидел, — это тот или иной способ закрытия информации об иностранных инвесторах. Мы такой режим закрытия информации о них по идее должны были бы сделать», — пояснил Мельников.
В то же время министр отнесся скептически к введению в Крыму условий офшора, если они приведут к изменению налогового режима на полуострове. «Такое впечатление, что те предложения, которые есть, существенно меняют в пользу инвесторов налоговый режим. Надо внимательно посмотреть экономические последствия от тех предложений, которые есть. Плюс никто не отменял борьбу с преступными доходами и с финансированием терроризма», — подчеркнул Мельников.
Министр уверен, что существующий в Крыму налоговый режим СЭЗ «позволяет достаточно эффективно привлекать инвестиции». «Я бы больших налоговых послаблений, честно говоря, не делал бы», — заключил Мельников.
