По сообщению, опубликованному на официальном сайте Госдумы, соответствующий законопроект уже готовится ко внесению в нижнюю палату парламента. Инициатором идеи выступает депутат Сергей Неверов.
В частности, предлагается ввести запрет на взимание банковской комиссии по коммунальным платежам. Речь идет о комиссии, которая обычно варьируется в пределах 0,5-2%. Последняя взимается с граждан за оплату обязательных платежей независимо от способа оплаты – наличными через кассу банка, онлайн, через банкомат. «Более того, в ряде случаев потребители платят фактически двойную комиссию – тому банку, через который платят, и банку, в котором обслуживается ресурсоснабжающая организация», – подчеркивает парламентарий. Допуская возможность банков зарабатывать на коммерческих платежах и услугах, Невернов считает практику взимания комиссии за сам факт платежа в рассматриваемых случаях несправедливой, поскольку оплата ЖКХ представляет собой не услугу, а обязательство.
По словам автора инициативы, в законопроекте речь будет идти не только о платежах за ЖКУ, но и об оплате других обязательных платежей, включая пошлины и штрафы. Подчеркивается, что идею отмены банковской комиссии за такие платежи уже поддержала Глава Банка России Эльвира Набиуллина.
Напомним, на рассмотрении в Госдуме уже находится законопроект, предусматривающий необходимость отмены так называемого банковского роуминга – комиссии при переводе денег между региональными подразделениями одного банка. Документ готовится к принятию во втором чтении.
