Председатель Правительства РФ подписал перечень из 28 поручений, направленных на обеспечение координации работы по достижению начиная с 2021 года целевого уровня экономического роста не ниже 3%. Полный перечень поручений опубликован на официальном сайте кабинета министров.
В частности, Минэкономразвития России поручено подготовить предложения по сферам деятельности, в которых в первоочередном порядке требуется снижение избыточных требований для реализации пилотных проектов (срок – до 18 ноября текущего года). Кроме того, ему следует представить предложения по перечню субъектов РФ для реализации пилотных проектов в сфере региональной контрольно-надзорной деятельности, предусматривающих формирование в субъектах РФ единого органа госвласти, ответственного за осуществление регионального госконтроля (надзора).
Отдельные поручения должны быть выполнены совместно с другими заинтересованными органами власти – например, в части разработки предложений по повышению доверия к правоохранительной и судебной системам со стороны субъектов предпринимательской деятельности, создания единой цифровой платформы поддержки принятия решений в системе стратегического управления. В числе поручений – и подготовка предложений по стимулированию введения инвестиционного налогового вычета во всех субъектах РФ, обеспечение применения налоговой ставки 13% по НДФЛ в отношении доходов от осуществления трудовой деятельности физлицами, не являющимися налоговыми резидентами РФ, а также разработка поправок, касающихся полномочий Банка России по установлению прямых количественных ограничений на выдачу кредитными и некредитными финансовыми организациями отдельных видов кредитов (займов) за установленный регулятором период и соответствующих определенным характеристикам.
Кроме того, предусмотрено принятие новых федеральных законов, направленных на:
регламентацию преференциальных режимов ведения предпринимательской деятельности в РФ (документ должен определять единые подходы к созданию, обеспечению, функционированию, финансированию и оценке эффективности инструментов развития территорий);защиту и поощрение капиталовложений и развитие инвестиционной деятельности в РФ;создание и использование инфраструктуры цифрового профиля гражданина при предоставлении финансовых услуг;расширение перечня финансовых услуг и предоставление иных услуг, которые могут оказываться с использованием Единой биометрической системы;установление правовых основ разрешительной деятельности.
В перечне поручений также содержатся предписания о подготовке предложений по дополнительным мерам, стимулирующим увеличение доли закупок у отечественных производителей при реализации нацпроектов и госпрограмм, о разработке законодательных поправок, направленных на обеспечение снижения объемов оборота фальсифицированной и несертифицированной продукции, об обеспечении возможности подачи иностранными гражданами заявлений на получение госуслуг в сфере миграции в электронном виде и т. д.
