Председатель Правительства РФ Михаил Мишустин заявил1 вчера на Московском финансовом форуме, что Правительство РФ приняло решение продлить мораторий на плановые проверки представителей малого и среднего бизнеса на следующий год.
Вне пределов моратория останутся наиболее специфичные виды контроля, включая налоговый и таможенный, а также объекты с высоким риском. К последним относятся производства опасных веществ, большие объекты с массовым скоплением людей, например, торговые центры, кондитерские или пекарни. Их будут планово проверять контрольные органы, но только по планам, которые федеральные органы заранее согласовали с прокуратурой.

Министр экономического развития РФ Максим Решетников заверил, что министерство возьмет на особый контроль соблюдение моратория в следующем году. «Бизнес сможет через соцсети или по телефону обратиться в министерство за помощью в случае злоупотреблений на местах. Будем оперативно отвечать на обращения и отрабатывать с органами контроля и прокуратурой. Такая схема взаимодействия с бизнесом уже наработана в прошлом году», – отметил Максим Решетников.
В случае вопросов предприниматели могут позвонить в Минэкономразвития России по общему телефону +7(495) 870-29-21 . Далее операторы кол-центра переключат их на профильный департамент, сотрудники которого проводят консультацию и при необходимости работают с заявителями «в ручном режиме» для решения интересующего их вопроса.
Напомним, предыдущий мораторий действовал с 1 января 2019 года до 1 апреля 2020 года и распространялся только на малое предпринимательство (Федеральный закон от 25 декабря 2018 г. № 480-ФЗ). Затем он был заменен «коронавирусным» мораторием, право устанавливать который получило правительство. Оно воспользовалось им дважды, установив мораторий в 2020 и в 2021 годах (постановление Правительства РФ от 3 апреля 2020 г. № 438, постановление Правительства РФ от 30 ноября 2020 г. № 1969). В 2021 году мораторий для субъектов малого бизнеса позволил исключить из ежегодного плана проведения проверок более 127 тыс. мероприятий.
