ФНС России на своем официальном сайте публиковала информацию о переходе службы на двухуровневую систему управления. Она подразумевает под собой укрупнение малочисленных инспекций в целях повышения эффективности налогового администрирования и оптимизации системы управления и структуры территориальных налоговых органов. Такие мероприятия проходят в рамках постановления Правительства РФ, согласно которому с 1 января 2021 года будет сокращена предельная численность госслужащих и работников федеральных министерств и ведомств в центральном аппарате на 5%, а в территориальных органах на 10% (постановление Правительства РФ от 16 ноября 2020 года № 1830).
Как указывает налоговая служба, при переходе на двухуровневую систему управления все функции упраздняемых территориальных инспекций будут выполняться соответствующими Управлениями ФНС России по субъектам РФ. При этом центры компетенции по досудебному урегулированию споров передаются в межрегиональные ИФНС России по соответствующим федеральным округам. Такая оптимизация позволит добиться единообразия применения правовых подходов при вынесении решений по жалобам, а также повысить эффективность контроля за деятельностью подразделений по досудебному урегулированию споров.

Пилотный проект по внедрению двухуровневой системы управления в некоторых регионах применяется уже с 2016 года. В настоящее время такая система применяется на территории Республик Алтай, Тыва и Хакасия, а также в городе Севастополе. В этих субъектах жалобы, полученные налоговыми органами рассматриваются межрегиональными инспекциями ФНС России по Сибирскому, Южному федеральным округам соответственно.
