Минфин России сообщает о разработке и направлении в Правительство РФ предложений по дополнительной поддержке субъектов МСП при их участии в государственных и муниципальных закупках. В частности, предлагается1 распространить действующие в соответстсвии с Федеральным законом от 5 апреля 2013 г. № 44-ФЗ «О контрактной системе в сфере закупок товаров, работ, услуг для обеспечения государственных и муниципальных нужд» для субъектов малого предпринимательства преимущества на субъектов среднего предпринимательства и увеличить в два раза (с 15% до 30%) размер обязательной доли (квоты) закупок, осуществляемых каждым государственным и муниципальным заказчиком у субъектов МСП.

В случае поддержки Правительством РФ указанных предложений соответствующие поправки будут внесены в законопроект об оптимизации и упрощении государственных и муниципальных закупок («оптимизационный» законопроект), также ранее разработанный Минфином России. Отмечается, что названный проект закона допускает возможность предоставления субъектами малого предпринимательства для обеспечения контрактов (помимо банковских гарантий) независимых гарантий региональных гарантийных организациий, входящих в национальную гарантийную систему поддержки МСП.
