Сегодня, 11 марта на пленарном заседании депутаты Госдумы приняли в третьем чтении законопроект № 885214-7 «О поправке к Конституции Российской Федерации «О совершенствовании регулирования отдельных вопросов организации публичной власти», внесенный Президентом РФ Владимиром Путиным 20 января. Первое чтение по законопроекту состоялось 23 января. Вчера, 10 марта депутаты приняли данный законопроект во втором чтении. Теперь поправки рассмотрят в верхней палате парламента.
Общероссийское голосование, на котором граждане РФ выразят мнения по предложенным изменениям к Основному закону страны, намечено на 22 апреля. Этот день объявлен нерабочим. После чего последует указ главы государства об официальном опубликовании принятых поправок с определением даты вступления их в силу.
Председатель Госдумы Вячеслав Володин сообщил, что депутатами нижней палаты парламента принято 206 поправок к тексту Конституции РФ, из них:
в главу 3 о федеративном устройстве внесена 51 поправка; в главу 4 о Президенте РФ – 19; в главу 5 о Федеральном Собрании РФ – 33; в главу 6 о Правительстве РФ – 26 поправок; в главу 7 о судебной власти и прокуратуре – 23 поправки; в главу 8 о местном самоуправлении – 12; в преамбулу внесено 9 изменений; по процедуре общероссийского голосования и порядку вступления в силу – 33 поправки.
За принятие законопроекта проголосовало 383 депутата, голосовавших против нет, воздержались 43 человека. Всего в голосовании приняло участие 426 человек.
Среди изменений, которым может подвергнуться нынешняя редакция Конституции РФ, поправки о защите исторической правды, о преемственности РФ от СССР. Фиксируется статус русского языка как языка государствообразующего народа. Закрепляются положения о традиционных семейных ценностях, о приоритете детства, а также об индексации пенсий, иных социальных выплат. Внесена норма о том, что МРОТ не может быть ниже прожиточного минимума.
Ключевая инициатива об отмене ограничений для президентских сроков, предложенная накануне заместителем Председателя Комитета Госдумы по федеративному устройству и вопросам местного самоуправления Валентиной Терешковой, одобрена нижней палатой парламента и в третьем чтении. Согласно данной поправке действующему Президенту РФ представится возможность принять участие в выборах главы государства в 2024 году. Владимиром Путиным данная инициатива поддержана с условием признания ее Конституционным судом Российской Федерации не противоречащей Основному закону.
Как стало известно, сегодня, 11 марта Совет Федерации одобрил принятый Госдумой закон о внесении поправок в Конституцию РФ. Теперь текст поправок будет направлен в регионы страны. Для представления закона на общероссийское голосование необходимо одобрение не менее двух третей законодательных собраний регионов.
