Соответствующий проект положения «О платежной системе Банка России» размещен на сайте регулятора для общественного обсуждения, которое продлится до 29 марта. Как сообщает пресс-служба Банка России, планируемые меры по увеличению максимального порога для денежных переводов в Системе быстрых платежей (СБП) с 600 тыс. до 2 млн руб. позволят совершать гражданам безналичную оплату товаров и услуг в СБП на крупные суммы. Документ1 также содержит конкретные сроки внедрения банками для своих клиентов разных типов платежей в СБП. В частности, кредитные организации-участники СБП обязаны будут обеспечивать своим клиентам возможность использования сервиса быстрых платежей для следующих операций:
с 1 октября 2020 года по платежам физлиц в пользу физлиц по инициативе плательщика (за исключением системнозначимых кредитных организаций); с 1 февраля 2021 года по платежам физлиц в пользу юрлиц для оплаты товаров, работ и услуг с использованием реквизитов перевода, переданных получателем средств плательщику и представленных, в том числе в виде кода (за исключением платы за жилое помещение и коммунальные услуги); с 1 июня 2021 года по платежам физлиц в пользу физлиц по инициативе получателя средств; с 1 сентября 2021 года по платежам физлиц в пользу юрлиц на основании распоряжения кредитной организации (ее филиала), составленного по заявлению плательщика об осуществлении периодического платежа в определенную дату (период), например, платежей за кредит или оплаты видео- и аудиоконтента по подписке; с 1 января 2022 года по платежам юрлиц (например, брокеров, доверительных управляющих) в пользу физлиц по операциям на финансовом рынке, за исключением выплаты заработной платы и приравненных к ней платежей, а также платежей юрлиц, лицевые счета которых открыты в органах Казначейства России.

Указанные даты являются предельным сроком, не позднее которого банки должны предоставлять те или иные услуги в СБП своим клиентам. Проект также предусматривает, что кредитная организация обязана обеспечивать такую возможность через мобильное приложение, а при его отсутствии – посредством своего официального интернет-сайта. Как отмечается, предлагаемые меры направлены на повышение доступности финансовых услуг для граждан, снижение стоимости платежей для потребителей и на развитие конкуренции на финансовом рынке.
Напомним, с 1 января по 31 марта текущего года при осуществлении перевода денежных средств физлицами в пользу физлиц комиссионные тарифы в СБП для банков составляют от 0,05 до 3 руб., а с 1 апреля 2020 года до 30 июня 2022 года Банк России решил не взимать с участников СБП такую комиссию, о чем портал ГАРАНТ.РУ писал ранее.
