оказывать содействие в получении юрлицами и физлами мест размещения нестационарных торговых мест на ярмарках и розничных рынках; продлевать договоры на размещение нестационарных торговых объектов, развозной торговли без проведения торгов; обеспечить максимальную доступность торговых объектов для населения, увеличение ассортимента и разнообразия товаров, предлагаемых юрлицами и физлицами;

содействовать открытию новых торговых объектов всех форм торговли, обращая особое внимание на увеличение количества ярмарок, розничных рынков, торговых мест на них, мест развозной торговли, а также предоставлять компенсационные места для размещения таких торговых объектов; обеспечить КФХ, а также гражданам, ведущим ЛПХ, занимающимся садоводством, огородничеством, заготовкой пищевых лесных ресурсов, возможность торговли, в том числе развозной в местах с высокой проходимостью, выделить им необходимое количество мест для осуществления торговли; обеспечить развитие розничных и оптовых рынков, устранив излишнее администрирование их деятельности, в том числе ограничения по ассортименту реализуемой продукции.
Органам исполнительной власти субъектов РФ и органам местного самоуправления рекомендовано также в двухмесячный срок разработать необходимые нормативные правовые акты и обеспечить широкое информирование населения и хозяйствующих субъектов о новых возможностях для розничной торговли.
Сведения о принятых актах должны быть представлены в Минпромторг России в течение 10 рабочих дней со дня их принятия. В свою очередь Минпромторг России до 1 мая 2021 года должен представить в Правительство РФ доклад о проведении мониторинга реализации субъектами указанного распоряжения.
