Правительство РФ утвердило правила предоставления субсидий предприятиям малого и среднего бизнеса из перечня отраслей экономики, в наибольшей степени пострадавших в условиях ухудшения ситуации в результате распространения коронавирусной инфекции (постановление Правительства РФ от 24 апреля 2020 г. № 576).
Речь идет о субсидии, которую могут получить организации и предприниматели на частичную компенсацию затрат, связанных с осуществлением ими деятельности в условиях ухудшения ситуации в результате распространения новой коронавирусной инфекции, в том числе на сохранение занятости и оплаты труда своих работников в апреле и мае 2020 г. Ее размер составляет 12130 руб. (1 МРОТ по состоянию на 1 января 2020 г.) на каждого работника организации или ИП, а также на самого предпринимателя.
Предоставляется она тем, кто по состоянию на 1 марта 2020 года вел основную деятельность в пострадавших отраслях. Налоговая служба составляет реестр, куда включаются организации, претендующие на получение субсидии. Для включения в реестр должны выполняться следующие условия:
организация или предприниматель должны быть указаны в реестре субъектов МСП по состоянию на 1 марта 2020 г.; получатель субсидии не находится в процессе ликвидации, в отношении него не введена процедура банкротства, не принято решение о предстоящем исключении из ЕГРЮЛ; по состоянию на 1 марта 2020 г. отсутствует недоимка по налогам и страховым взносам, в совокупности превышающая 3000 руб.; количество работников получателя субсидии в месяце, за который выплачивается субсидия, составляет не менее 90% количества работников в марте 2020 г.

При выполнении вышеуказанных условий организация или предприниматель заполняет заявление и направляет его в налоговый орган по месту нахождения. Документ заполняется и представляется в электронной форме по ТКС или через личный кабинет налогоплательщика. Можно также направить его по почте. Для получения субсидии за апрель 2020 года направить заявление нужно в период с 1 мая до 1 июня 2020 года, а за май 2020 года — с 1 июня до 1 июля 2020 года.
