Премьер-министр РФ Михаил Мишустин подписал постановление о снижении максимальной ставки по льготным кредитам, которые предназначены для развития малого и среднего бизнеса, с 8,5% до 7% годовых (постановление Правительства РФ от 31 декабря 2020 г. № 24251). Соответствующие изменения внесены в Правила предоставления субсидий из федерального бюджета российским кредитным организациям и специализированным финансовым обществам на возмещение недополученных ими доходов по кредитам, выданным в 2019 — 2024 годах субъектам МСП, а также самозанятым лицам, по льготной ставке, утв. постановлением Правительства РФ от 30 декабря 2018 г. № 1764.
Таким образом, кредит по сниженной ставке смогут получить и самозанятые лица. Данные средства можно направить на инвестиционные цели, рефинансирование и пополнение оборотных средств.

Поправками также уточняется порядок отбора кредитных организаций и специализированных финансовых обществ в целях участия в программе субсидирования, порядок подачи или изменения заявки на участие. Предусматриваются основания для отклонения комиссией заявок на отбор, в частности, в связи с несоответствием российской кредитной организации установленным Правилами критериям, несоответствия заявки, недостоверности содержащейся в ней информации, подачи заявки после определенной даты.
Изменения вступили в силу с 8 января 2021 года.
