Президент РФ Владимир Путин подписал соответствующий Указ от 24 июня 2019 г. № 288.
Согласно документу1 приоритетными направлениями развития государственной гражданской службы РФ на ближайшие три года станут:
совершенствование порядка назначения на должности государственной гражданской службы граждан РФ, государственных гражданских служащих РФ; стимулирование гражданских служащих к повышению эффективности своей профессиональной служебной деятельности, развитие системы государственных правовых и социальных гарантий на службе; внедрение новых форм профессионального развития гражданских служащих, в т. ч. с использованием информационно-коммуникационных технологий; ускоренное внедрение информационно-коммуникационных технологий в госорганах в целях повышения качества кадровой работы.
При этом Правительству РФ даны поручения в рамках работы по указанным направлениям на каждый год. Например, до 1 января 2020 года ему необходимо создать нормативно-правовую базу по совершенствованию практики проведения экспериментов, направленных на развитие гражданской службы. Также оно должно внедрить единую методику прохождения испытания на гражданской службе в федеральных органах власти, усовершенствовать порядок проведения аттестации и обеспечить функционирование специализированного информационного ресурса, предназначенного для профессионального развития гражданских служащих.
В течение следующего года (до 1 января 2021 года) кабинету министров следует завершить создание нормативно-правовой базы, необходимой для формирования федерального кадрового резерва, провести мониторинг качества подготовки гражданских служащих по дополнительным профпрограммам и усовершенствовать методы оценки профессиональных качеств служащих. Одновременно должна быть обеспечена возможность проведения проверки представляемых гражданскими служащими и кандидатами сведений – как в автоматическом режиме, так и посредством электронных запросов в госорганы.
Также в 2020-2021 годах будут осуществлены мероприятия по совершенствованию системы оплаты труда гражданских служащих, по оптимизации структуры их денежного содержания путем поэтапного увеличения в структуре этого содержания доли должностного оклада и соответствующего увеличения размера пенсии за выслугу лет.
Правительство РФ в течение месяца утвердит план мероприятий («дорожную карту»), направленных на реализацию Указа, и будет ежегодно информировать Президента РФ о ходе его выполнения.
Указ вступил в силу со дня его подписания (24 июня).
