Об этом сегодня заявил Президент РФ Владимир Путин, выступая на пленарном заседании Петербургского международного экономического форума – 2021.
Программа льготной ипотеки была введена в качестве меры поддержки строительной отрасли и повышения доступности ипотеки для граждан в условиях пандемии COVID-19 и изначально была рассчитана на период с 17 апреля по 1 ноября 2020 года. Но впоследствии Правительство РФ приняло решение продлить действие программы до 1 июля 2021 года. По словам главы государства, такой мерой поддержки уже воспользовались более 0,5 млн семей, а в жилищное строительство дополнительно привлечено свыше 2 трлн руб.
«Эта программа носила антикризисный, а значит, временный характер. Вместе с тем резко обрывать ее, сворачивать, конечно, нельзя. Мы должны учитывать то, какую важную роль играет льготная ипотека в нынешних условиях, в нынешней ситуации для решения жилищных проблем наших граждан и для развития строительной отрасли, которая является локомотивом для смежных отраслей», – отметил Владимир Путин. В связи с этим он предложил продлить программу льготной ипотеки для всех регионов России еще на год – до 1 июля 2022 года.
При этом условия реализации программы будут скорректированы – в частности, ставка льготной ипотеки повысится с нынешних 6,5% до 7%, а предельная сумма кредита – 3 млн руб. – станет единой для всех регионов РФ.
Кроме того, планируется принять новое решение относительно льготной ипотеки для семей с детьми. Напомним, сейчас соответствующая программа предусматривает возможность для семей, где после 1 января 2018 года родился второй ребенок или последующие дети, взять ипотечный кредит по льготной ставке 6% на покупку жилья в новостройке или рефинансирование ранее взятого ипотечного кредита.
Глава государства инициировал расширение действия программы, а именно – ее распространение на все семьи, где растут дети, родившиеся после 1 января 2018 года, независимо от того, первый это ребенок, второй или последующие. Такая мера позволит семьям даже при рождении первого ребенка получить ипотечный кредит по льготной ставке 6% на приобретение жилья или рефинансирование имеющегося ипотечного кредита. Максимальная сумма такого кредита останется прежней: для Москвы, Санкт-Петербурга, Московской и Ленинградской областей – 12 млн руб., для остальных регионов России – 6 млн руб.
